The Public Works & Environmental services department oversees the administration of Capital Works Programs, Detailed Engineering Design, Environmental Assessments, Technical Engineering Review and all other aspects of planning, management and operation of the Municipality of Brighton infrastructure.

We take a proactive role in maximizing our resources to provide the best service to the residents of the Municipality of Brighton.

We also offer a variety of services and activities. The sections below can direct you towards those services and activities as well as answer some frequently asked Engineering Services Section questions.

 


Review Services

Review engineering aspects of the Official Plan and Zoning Bylaw Amendments and Committee of Adjustment application that include hydrogeological:

  • Storm water management, traffic, servicing and any other reports or analysis.
  • Road, water, sewer and stormwater design for new subdivisions, commercial site plans and other development.
  • Long-term planning of Municipality’s physical development in support of the growth and development strategies.
  • Lot grading and drainage review
  • Utility design and location
  • Stormwater management facilities

 


General Services

  • Entrance and culverts installation
  • Water service installation to property line on vacant properties
  • Sanitary Sewer service installation to property line on vacant properties
  • Curb cutting
  • Roadway Restoration
  • Municipal road, water and sewer reconstruction tender preparation, construction administration and construction supervision.

ROAD OCCUPANCY PERMITS

Utilities and contractors frequently undertake various construction within the Municipality’s public road allowances as follows: i) servicing for new development; ii) major rehabilitation of existing plant; and iii) emergency repairs of existing plant. It is a requirement of the Municipality that a Road Occupancy Permit is obtained for all construction within the public road allowance. The purpose of the permit is to: i) inform the Municipality (including police, fire, and ambulance if affected by any road work) of the date, time, and type of work being performed; ii) screen contractors to ensure they are qualified and have adequate liability; and, iii) provide a permanent record of the work and location so the Municipality can inspect the restoration and invoice the applicant for the cost of the permanent restoration by the Municipality.

Operation Services

The Operational Services Section of the Public Works Department is responsible for the maintenance of all roads under the jurisdiction of the Municipality of Brighton, as well as sidewalks, street lights, storm sewers, road and driveway culverts. We are also responsible for Winter Maintenance of municipal roads and all public sidewalks.

Our hours of operation are: Monday to Thursday, 7:00 a.m. to 4:00 p.m. and Friday, 7:00 a.m. to 12:00 noon excluding statutory holidays.

 


Parking

PARKING LOTS

The Municipality of Brighton currently operates 6 municipal Parking Lots in the downtown, all of which are free. Long term overnight parking is not allowed as these car parks are intended for customers and employees at our local businesses.

 


Road and Sidewalk Maintenance

ROADS

The Municipality of Brighton maintains approximately 240 kilometres of road. Typical maintenance performed each year on our roads are:

  • grading gravel roads and shoulders
  • ditching
  • road side grass mowing
  • brushing and grubbing
  • application of dust suppressants on gravel roads
  • asphalt patching
  • line marking
  • curb repairs
  • debris and litter pick-up
  • sign and safety devices

Some maintenance is routinely performed each year, however, most roads are scheduled for maintenance only as required. Deficiencies reported by the public are repaired on a priority basis. SIDEWALKS

The Municipality of Brighton maintains approximately 42 kilometres of sidewalk. Trip ledges, cracks and other sidewalk damage will be temporarily repaired on a priority basis. Repairs to damaged sidewalks will be undertaken by the Municipality, as deemed necessary. Each year major sections of deficient sidewalks and curb are replaced. The Municipality recommends that objects such as wood, concrete or brick driveway edging, hedges or shrubs, fences, and flower beds are not to be place within 300mm (12") of a municipal sidewalk.


SIDEWALK SNOW CLEARING

The Municipality is responsible for clearing the ice and snow from the sidewalks within the Municipality. In 2005 they purchased a new multi-purpose plow/spreader for this purpose.

 


Snow Clearing and Removal


ROADS

The Municipality of Brighton's winter maintenance fleet consists of approximately 9 units and operates according to a designated network of streets called the priority route system. Major routes (priority I) are cleared first to ensure that you, and emergency vehicles like fire trucks and ambulances can safely travel to hospitals, schools, work and get to public transportation systems during or immediately after a snowfall. All other public roads are cleared, and/or a sand/salt mixture is applied within 12 hours of a snowfall. Heavy snowfalls or successive storms can sometimes extend this period to 24 hours or more depending on the severity of the snowfall.


BRIGHTON RESIDENTS ARE ASKED FOR THEIR HELP

Please ensure vehicles are not parked on boulevards or across the sidewalk. Don't forget to remove parked cars from the street during plowing or clearing operations. Parked cars make plowing difficult and sometimes downright impossible. With your help, winter maintenance crews can plow snow faster and more efficiently and you will reduce the chances of having to dig your car out of a snow bank.

When clearing your street, please remember that maintenance crews have no place to push the snow except to the curb or shoulder. This creates the possibility of your already cleared sidewalk and driveway entrance being covered with snow. The Municipality does not provide the additional personnel and equipment that this type of snow removal requires as it is not cost effective. We ask for your co-operation in removing this snow. Also snow from driveways and private parking areas must not be blown or placed onto the municipal roadway or sidewalks.


STREET LIGHTING

The Municipality of Brighton has approximately 600 light standards and luminaires, which currently are maintained by a contractor twice monthly. Please report any street light malfunctions to the Municipality of Brighton, Public Works Department 613 475 1162.

 


Construction Services

The Construction Services Section of the Public Works Department oversees all current construction activities within the Municipality of Brighton.

They provide inspection and contract administration services for our Capital Works Program as well as inspection and assumption services for Developmental Projects such as commercial, industrial and residential subdivisions and site plans

 


Development Services

The Development Services Section of the Public Works Department acts as our liaison between Council, Committees, members of the public, professionals and other public and private agencies and organizations and new development projects within the Municipality of Brighton.

They provide technical engineering review and approvals for new Developmental Projects such as Commercial, Industrial and Residential Subdivisions and Site Plans including Lot Grading Certificates.
