Official Plan and Zoning By-Law Review Project 2025-2027
Overview
The Municipality of Brighton has launched a comprehensive Official Plan and Zoning By-Law Review Project to evaluate, update, and align the Municipality’s key planning policy framework that guides land use, development, and community design. This project will extend from 2025 through 2027, and represents a strategic opportunity for the community to shape the long-term direction of growth and change in Brighton.
An Official Plan is the principal policy document that articulates Brighton’s vision for land use, housing, infrastructure, environmental protection, economic development, and community character. A Zoning By-Law implements the Official Plan by setting specific regulations for land uses, building form, location, and development standards.
Why This Review Matters
The Official Plan and Zoning By-Law are critical planning tools used by Council and staff to make consistent and well-informed decisions about land use and development in Brighton:
- Official Plan – Provides broad policy guidance about how and where growth should occur in the community, reflecting community goals, and provincial planning requirements.
- Zoning By-Law – Contains detailed rules that implement the Official Plan’s policy direction, regulating permitted uses, building form, setbacks, densities, parking, and other standards.
Periodic reviews ensure that planning policies continue to reflect current and future community needs, provincial legislative changes, emerging planning trends, and best practices. Many municipalities coordinate Official Plan and Zoning By-Law reviews to ensure these documents are consistent and effective planning tools.
Project Goals
The Official Plan and Zoning By-Law Review Project aims to:
- Modernize planning policies to reflect Brighton’s vision for growth, sustainability, housing diversity, economic development, natural heritage conservation, and community design.
- Ensure conformity with provincial planning legislation and policy, including the Planning Act and Provincial Policy Statement.
- Evaluate and update the Zoning By-Law to implement the updated Official Plan, improve clarity and usability, resolve inconsistencies, and respond to current development and community priorities.
- Engage the community and stakeholders in meaningful dialogue and consultation throughout the process.
How the Project Will Be Delivered
The review will proceed in multiple stages, including:
- Background Review & Policy Analysis – Assess the existing Official Plan and Zoning By-Law to identify opportunities, gaps, and areas for update.
- Research & Technical Studies – Undertake technical work to support planning policy decisions and ensure alignment with provincial requirements.
- Draft Documents & Public Consultation – Prepare draft updates and provide opportunities for public input and statutory consultation.
- Final Revisions & Approvals – Refine the documents based on feedback and seek formal adoption by Council and implementation.
Public Engagement & Participation
Public engagement is a core component of this Project. Residents, landowners, businesses, and community stakeholders are encouraged to participate in:
- Public Information Sessions
- Workshops and open houses
- Online surveys and feedback opportunities
- Statutory public meetings
Engagement activities will be communicated and updated on this webpage and through municipal notices. Regular project updates, meeting materials, and draft documents will also be posted as they become available.
