Land Banking Vision Program

Closed Session

Pursuant to the Ontario Municipal Act, R.S.O., 2001 as amended, Subsection 239 (2):

(c) a proposed or pending acquisition or disposition of land by the municipality;

and/or

(k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality; specifically regarding Land Bank Program / Vision Program

Why These Exceptions Apply

239(2)(c) → applies because a Land Bank Program typically involves acquiring or disposing of land.

239(2)(k) → applies because program planning often involves negotiation strategies, criteria, or instructions tied to land assembly or partnerships.

That Council resolve into Closed Session July 29, 2026 at _______ p.m. pursuant to Section 239(2) of the Municipal Act, 2001, as amended, to consider:

(c) a proposed or pending acquisition or disposition of land by the municipality;

and/or

(k) a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality; specifically regarding the Land Bank / Vision Program initiative.
