By-law Enforcement
The Municipality of Brighton’s By-law Enforcement Services helps maintain safe, clean, and respectful neighbourhoods by administering and enforcing municipal by-laws.
Our goal is to resolve concerns through education, communication, and voluntary compliance whenever possible. Where necessary, By-law Enforcement may take further action to address ongoing or serious non-compliance.
What We Can Help With
By-law Enforcement investigates concerns related to municipal by-laws, including:
- Property standards and unsafe property conditions
- Clean yards, long grass, and property maintenance
- Noise
- Parking
- Animal control
- Signs
- Fences
- Fireworks
- Zoning-related concerns
- Licensing and permits, including refreshment vehicles, hawkers and peddlers, salvage yards, and signs
Submit a By-law Concern
If you believe a municipal by-law may be contravened, you can submit a complaint using the online complaint form or contact By-law Enforcement directly.
Once a written complaint is received, staff will review the concern and determine the appropriate next steps. Many matters can be resolved through education and voluntary compliance. Some concerns may require an inspection, formal notice, or additional enforcement action, which can take time depending on the nature and complexity of the issue.
If you wish to discuss an issue in person, you are required to make an appointment to ensure a By-law officer is available.
Before You Submit a Complaint
Please provide as much detail as possible, including the property address, description of the concern, dates and times where applicable, and any supporting photographs or documentation. This information helps staff assess and investigate the matter.
Report Illegal Dumping
Illegal dumping should be reported to the Northumberland County Waste Management Department at 1-866-293-8379.
