Wastewater Treatment Plans

The Municipality of Brighton is planning upgrades to its Wastewater Treatment System to support current needs and accommodate future growth within the community. These improvements will help ensure the continued delivery of reliable wastewater services while meeting environmental regulations and long-term infrastructure requirements.

As part of the planning process, the Municipality has undertaken a Municipal Class Environmental Assessment (EA) to evaluate treatment options, identify potential environmental impacts, and determine the preferred approach for the project. Following further technical review and design development, an Environmental Assessment Addendum was completed to update the preferred treatment solution and project location.

The proposed upgrades include the construction of a new wastewater treatment facility on the existing treatment system property, along with other improvements required to enhance system performance and capacity.

December 2024- Notice of Filing for EA Addendum

The Municipality of Brighton has completed an Addendum to the Schedule ‘B’ Municipal Class Environmental Assessment (EA) which was first completed in 2017 to assess the most suitable solution for the Brighton Wastewater Treatment System (WWTS) upgrades to meet current and future servicing needs.

During conceptual design of the WWTS upgrades, it was determined that the preferred solution, and location of the preferred solution, had changed from the original Class EA and from the previous Class EA Addendum issued in 2022. This updated Class EA Addendum proposes a purpose-built extended aeration plant be constructed on the existing WWTS property. It was determined that the previous Class EA Addendum concept was more costly and presented greater treatment risk compared to the purpose-built extended aeration plant solution. A septage receiving station has also been added to the project scope, which impacts to the design basis influent characteristics from the previous studies. Constructing a purpose-built extended aeration plant alters both the liquid and soils treatment trains from the previous Class EA and Class EA Addendum. The proposed location of the extended aeration plant is northwest of the existing lagoons and was not previously studied for its natural heritage and archaeological impacts. As a result, additional studies have now been completed in this Class EA Addendum to support the new treatment plant concept and location.

The Class EA Addendum is now complete. Proposed changes to the 2017 Schedule ‘B’ Class EA and the 2022 EA Addendum include new recommended liquid and solids treatment trains, new septage receiving station, revised design basis, new project location and additional mitigation measures identified to protect the natural environment. The site was found to have low potential for built heritage or culture heritage landscape on the property. Per the Criteria for Evaluating Archaeological Potential checklist, an Archeological Assessment is not required.

The Class EA Addendum is available for public, government agency and Indigenous Community review in accordance with the requirements of the Municipal Class Environmental Assessment. Subject to comments received following this Notice, the Municipality intends to proceed with the design and that only the changes proposed in the Addendum are open for review. In addition, a request to the Minister of the Environment, Conservation and Parks for an order imposing additional conditions or requiring an individual environmental assessment may be made on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests must also be copied to the Municipality of Brighton by mail or by e-mail. Please visit the Ministry’s website for more information on requests for orders under section 16 of the Environmental Assessment Act at https://www.ontario.ca/page/class-environmental-assessmentssection-16-order. All personal information included in your request – such as name, address, telephone number and property location – is collected, under the authority of section 30 of the Environmental Assessment Act and is collected and maintained for the purpose of creating a record that is available to the general public. As this information is collected for the purpose of a public record, the protection of personal information provided in the Freedom of Information and Protection of Privacy Act (FIPPA) does not apply (s.37). Personal information you submit will become part of a public record that is available to the general public unless you request that your personal information remain confidential. If there is no request received by January 12th, 2025, the Schedule ‘B’ Class EA Addendum is deemed complete and valid for a 10-year period. The Municipality could then proceed with implementing the preferred alternative anytime within this 10-year window, as presented in the planning documentation.

Wastewater Environmental Assessment
