This project will be staged in multiple phases over tentatively over three (3) construction seasons. The project schedule is high risk to be adjusted due to the project complexity. Project Scope The scope of the project will include the full replacement of water mains, sanitary sewers, storm sewers, curbs, sidewalks, asphalt pathway, asphalt surface to an urban standard. Stormwater engineering will best address high water stormwater conditions and provide piped storm sewer infrastructure where possible. What Residents can Expect This project is tentatively scheduled for three (3) construction seasons with Phase 1 of this project subject to council approval for construction in 2024. A Public Information Centre was held for members of the community to have an opportunity to review and discuss Preliminary and Detailed Designs of the project on June 20th, 2023. Lakeshore Road / Greenway Circle |
Project Purpose Stormwater improvements along Lakeshore Road and Greenway Circle. Based on staff recommendation, Municipality of Brighton Council approved $300,000 in the 2024 Capital Budget for drainage improvements on Lakeshore Road / Greenway Circle. Project Management Engineering was completed by municipal staff. Estimated works includes the cleanout of an existing drainage outlet and twinning of 1200 CSP culvert under Lakeshore Road from Lakeshore Road and Lake Ontario at 365 Lakeshore Road, and ditch improvements on Greenway Circle from Lakeshore Road to an existing outlet/path at 41 Greenway Circle. Preliminary engineering was completed in December 2023. A geotechnical investigation in January 2024 identified bedrock at a higher elevation (shallow) than anticipated in Greenway Circle. Status Update - March 4, 2024 A Public Information Centre is scheduled for March 21, 2024 from 5:00pm to 7:00pm at the Owen Gibb Community Hall, King Edward Park Arena, 75 Elizabeth Street Brighton. The project scope, design, use or maintenance of the lands have not yet been decided or approved by Council. We want local resident feedback before proceeding! Staff will be on hand to provide an overview of the project and receive feedback that will be used to inform and provide recommendation to Council. Status Update - March 26, 2024 Great turnout at the Public Information Centre! Based on feedback, the preferred option is as follows: Preferred Option for Rehabilitation of Greenway Circle QBT Excavating Services Ltd. will construct the outlet section between Lake Ontario and 40-41 Greenway Circle in April 2024. The purpose is to establish outlet elevations that may impact the final design. A pedestrian pathway will remain, the unknown is if an open channel or piped outlet is necessary due to bedrock, guy wires and narrow working coridor. A formal tender will follow for the remaining works.
Status Update - May 1, 2024 Tim Donaldson Excavating Ltd will begin excavation on May 2, 2024 on the swale through the middle of the circle, roadside ditching on the inside of the circle and new culverts at the north limit under Greenway Circle up to Lakeshore Road. This stage of the project was procured through time & material unit rates under PW-2024 Miscellaneous Service and Operated Equipment Rental tender results. Ditching along Lakeshore Road will be completed by Municipal Operations in May 2024. Remaining works for the major swale between Greenway Circle and Lakecrest Circle including a new twin 1200mm culvert under Lakeshore Road and road restoration will be tendered in late May / June 2024 for construction in August 2024. Status Update - July 4, 2024 Works within Greenway Circle are complete. Miller Paving Limited will restore disturbed sections of surface treatment between July 4 - 12 as part of the municipality's surface treatment program. Remaining works to restore drainage swale between Greenway Circle and Lakecrest Circle will occur in August - September 2024.

Bulk Water Station- 40 Loyalist Drive, Brighton |
Project Purpose The purpose of this project is to relocate the Brighton Bulk Water Station on Pinnacle Street from a residential area to a commercial / industrial location. An extension of Loyalist Drive in the Brighton Industrial Park is selected as the preferred location.
Project Management The municipality hired Greer Galloway Limited to design the bulk water station based on a similar design used in Quinte West. Greer Galloway also completed the Class Environmental Assessment for the site location selection. Municipal engineering staff finalized site works engineering design, tendering, inspection, and contract administration. Site works were included in the Loyalist Drive / Applewood Drive reconstruction project in 2023. QBT Excavating Services Inc. through competitive bidding constructed the above and underground site works up to base lift of asphalt. A second tender will be issued for final top lift of asphalt once the building is in place in 2024.

Project Scope The project scope includes site works and the construction of a Bulk Water Station at 40 Loyalist Drive. This facility has both coin and commercial payment and will replace an existing facility on Pinnacle Street.
What Residents can Expect: June is the target opening date (as of April 24, 2024). A backflow prevention valve is backordered for another 6 weeks which may result in a delay.
Activities to date: June 2022 – Site selection is determined through a Class Environmental Assessment in accordance with the requirements for a Schedule “B” Municipal Class Environmental Assessment (EA). Greer Galloway Limited is retained by the Municipality to complete. The class EA process includes consultation with the public and review agencies, an evaluation of viable alternatives solutions, an assessment of the impacts of the alternative solutions, identification of measures to mitigate any adverse impacts, and the selection of a preferred solution.
Summer 2023 - QBT Excavating Services Limited as part of the Loyalist and Applewood Drive Reconstruction Project constructs the Loyalist Drive Extension where the Bulk Water Station will be located. This unopened road allowance was already used to access adjacent businesses and contained an existing watermain and sanitary sewers with short extensions to the facility required. September 2023 - Bulk Water Station facility engineering design completed by Greer Galloway Limited. Municipal staff consulted with existing bulk water users and determined an existing facility in use in Quinte West should be used to minimize engineering costs and risk. October 2023 - Tendering for the Bulk Water Station facility. Municipality of Brighton Council awards Fidelity Engineering & Construction the supply and construction of the Bulk Water Station. A prefabricated building is ordered November 2023. February 2024 – June 2024 – Building is delivered onsite. Plumbing and electrical works begin. Hydro One installs new pole and electrical services to facility. June 2024 – TARGET OPENING DATE. Status Update - May 1, 2024
Construction activity picked up in April! Fidelity Engineering & Construction electrical and plumbing subtrades have been visiting daily. Signs are on order from BMR Mfg. Inc.. An asphalt tender was awarded to C. Aurora Paving to be completed before June 7, 2024 for asphalt repairs and a road surface.
June 2024 remains the target opening date.

Status Update - August, 2024 Site work is now complete. The new bulk water station in Brighton is now open and operating at 40 Loyalist Drive.
The temporary bulk water station will be in operation until Tuesday, September 3, 2024, for our commercial customers. We are encouraging our commercial customers to contact Diane Knegt, Water Billing Clerk to obtain a new key to use at the new facility. Previously issued keys will no longer provide access to 40 Loyalist Drive. A 3” male camlock connecter is available for commercial customers. The coin operated water fill station inside the building will remain open. Users can purchase a 1” hose and female camlock connector at a local hardware store for their own use. Water: $17.20 per month and $2.79 cubic meter. Billing: The Municipality bills quarterly. For new commercial customers, a $200 deposit is required to open an account. Veterans Way Municipal Parking Lot |
Project Purpose Asphalt resurfacing and a new storm sewer at the municipal parking lot east of Veterans Way (adjacent to Sobeys, Brighton). Project Management The municipality hired Greer Galloway Limited to provide survey and engineering design of the existing site conditions. Municipal engineering staff finalized engineering design, tendering, inspection, and contract administration. Line Painting was completed by Brighton Public Works Operations Services. Mainline Sewer and Watermain Ltd. was awarded construction through competitive bidding. The project was completed within budget and on schedule in May 2023.

Project Scope The project scope included the replacement of an existing storm sewer from north of Sanford Street to Veterans Way and the asphalt resurfacing of the municipal parking lot adjacent to Sobeys (14 Main Street Brighton). Areas of base material were replaced with new engineered granular. The existing 30-50mm thick asphalt was replaced by two lifts of 40mm asphalt. Two 100mm electrical conduits were installed from Sanford Street to a parking lot island adjacent to Veterans Way for future electric vehicle charging stations.
What Residents can Expect This project was completed in May 2023 within budget and on schedule. Design accommodations were made for future electric vehicle charging stations located at the entrance island near Veterans Way. Staff are researching electric vehicle charging station costs and configurations for budget consideration. |
Main Street Watermain Project |
Project Purpose The replacement of approximately 1,410 meters of cast iron and asbestos cement watermain on Main Street between Ontario Street and the urban boundary west limit (approximately 365 Main Street – Cheer Farms). The purpose is for infrastructure renewal, provide a secondary feed to the Applewood / Orchard Gate Development and improve demand and fire flows along Main Street.
Project Management The Municipality hired Monument Geomatics & Estimating Limited for engineering consulting services to design and tender the project. Watermain modeling to determine pipe diameter was completed by Greer Galloway Limited. Municipal staff will provide project management during construction. QBT Excavating Services Limited was awarded construction through competitive bidding in the amount of $3,621,923.23 inclusive of 15% contingency and the expensed portion of HST.
Comments can be addressed to: Municipality of Brighton Mr. John Gooding Manager of Capital Infrastructure 67 Sharp Road Brighton, Ontario 613-475-1162 x 102 Project Scope In March 2022 the Municipality was successful in receiving a grant in the amount of $2,152,518.04 under the Investing in Canada Infrastructure Program (ICIP) to share in the cost for the replacement of approximately 1,410 meters cast iron and asbestos cement watermain on Main Street between Ontario Street and the West Limit (approximately 365 Main Street – Cheer Farms). Works include asphalt restoration by milling the existing asphalt wearing surface 100mm in depth and repave with 50mm HL8 base and 50mm HL3 hot mix asphalt including 1.5m paved shoulders. This project will be phased with all works completed between Percy Steet to Ontario Street in 2023 and between Percy Street to West Limit in 2024. This will permit the Applewood Subdivision to complete Phase 3 off-site stormwater works and a turning lane at Rundle Lane concurrently in 2023. This project is scheduled for completion in August 2024. What Residents can Expect Main Street will remain open through the duration of the project. Sections of the road will be reduced to one lane with traffic control in place. Temporary detours may be required where road sections are closed due to construction. Temporary water will be supplied where necessary. Residents of the Orchard Gate and Applewood Meadow subdivision should not experience any disruption to water service as it is currently supplied from a connection to Ontario Street. The road surface where disturbed due to construction will be restored prior to November 30, 2023. Construction for Phase 2 will commence in April 2024 with a final completion date of August 2024.
Main Street Watermain - Drawings
Status Update – November 22, 2023 Construction activity is now wrapping up for the season. QBT Excavating Ltd. is progressing ahead of schedule with the new watermain between Ontario Street to Simpson Street installed and in operation. Base asphalt is in place between Ontario Street and Percy Street and will receive another top lift of asphalt when the remaining road is resurfaced, tentatively June 2024. Construction will resume in early Spring 2024 as weather permits.
Status Update – March 4, 2024 Construction works will resume April 1, 2024. Works include installation of watermain west of Rundle Lane, shoulders & ditches, pavement milling and new asphalt. Schedule is for underground works to be completed in April, with final asphalt May 2024.
Status Update - May 1, 2024 Physical watermain installation will be completed by May 3, 2024. Disinfection and testing of the main will occur the week of May 6. Upon sucessful results, QBT Excavating Ltd. will begin connecting private service laterals to the new watermain. Ditching, shoulder restoration and road surface preparation will occur in May 2024 with base and top lifts of asphalt completed in June 2024 to finalize the project. The image below was taken on May 1, 2024 at the west limit of the project. Shown here is an excavator removing the 300mm (12") concrete road base layer having previously removed a 250mm (10") asphalt layer. In perspective, most streets in Brighton are constructed with 100mm (4") asphalt over 450mm (18") of granular. This composite concrete/asphalt road design is common under former provincial highways and is generally no longer used. The cost to remove this concrete layer was deemed prohibitive, so in consultation with geotechincial and asphalt product experts a lower-cost solution was decided to:
This flexible asphalt is designed to bridge over different sub-bases (including concrete) and flex to the varying expansion rates to avoid premature cracking. The municpality anticipates this will extend the road service life for 15-20 years before requiring rehabilitation or reconstruction. At that time, development growth in the west urban area may require a different (urbanized) or higher capacity (additional lanes) road configuration. Status Update - July 4, 2024 Project is complete!

Marina Drive |
Project Purpose The reconstruction of Marina Drive between Harbour Street and Raglan Street consisting of a new storm sewer, curbs, sidewalk, water laterals, sanitary cleanouts, and asphalt surface. Existing water and sanitary mains will remain in place. Project Management The municipality hired Jewell Engineering to provide survey and engineering design as part of the Harbour, Walas and Marina Project. 90% engineering design will be completed by the end of 2023 and the project tendered for works in 2024. Comments can be addressed to: Municipality of Brighton Brighton Council approved this project in the 2024 Capital Budget at the November 6, 2023 council meeting. Marina Drive was selected as it required only a minor storm connection on Harbour Street while Walas Street requires major downstream stormwater infrastructure to proceed. Harbour Street is too costly to fit within the 2024 budget. Experiences constructing this section will inform staff on how to approach other phases on the difficulty in working in local soils and shallow groundwater conditions. Municipal records state that Marina Drive was constructed in 1993. Underground water and sanitary infrastructure are at their mid-life cycles. It was decided to replace only water service laterals and install cleanouts on the existing sanitary lines to update to current standards and focus on components where failures typically occur. The remaining scope of works include applying an urban cross section with curbs, sidewalk and 8.5m asphalt roadway. A new piped storm sewer system with service laterals will replace the existing semi-urban standard ditches. What Residents can Expect Engineering is ongoing and will be posted under the Harbour, Walas and Marina section when it is available. Tendering is scheduled for March 2024 with construction tentatively scheduled between May 2024 and July 2024. Residents on Marina Drive will be directly notified prior to construction. Status Update – March 4, 2024 Tender closed March 1, 2024. Dekeyser Excavating was lowest bidder and will be recommended for contract award at the March 25, 2024 Council Meeting. Construction to start in April 2024, pending Council Approval. Preliminary site works will begin in March 2024. Status Update - March 11, 2024 Contact award will be at the March 25th, 2024 Council Meeting, not March 18. Construction notices and a stake will be provided week of March 11. Residents are asked to mark with the provided stake the desired location for a new storm sewer connection will be at their property line. Status Update - March 26, 2024 Awarded at March 25th, 2004 Council Meeting to Dekeyser Excavating. Quinte Sewer has completed camera work on the sanitary sewer. Dekeyser Excavating will begin repairs on existing sanitary laterals as well as an exploratory dig on Harbour Street to confirm stormwater inverts. Status Update - May 1, 2024 Dekeyser Excavating worked around April rain showers to install the new storm sewer main line. In May 2024 new storm and water service lateral connections will begin. Residents should expect water service disruptions as water service laterals are replaced. Residents will be provided notification prior to any disruption and the duration should be 1-2 hours each to complete. Additionl works include new road base, curbs, sidewalk, asphalt, driveway and boulevard restoration. Construction should be completed in June 2024. The image below was taken on March 15, 2024. An exploratory excavation was made on Marina Drive to confirm the type of water service saddle used (a water service saddle secures the service valve to the watermain). Unfortunately, a single bolt vs double bolt saddle was specified when the watermain was installed in 1993. This single bolt design has a higher risk of leaking or failure. The watermain is in good repair with 50 years of estimated remaining life. A cost effective solution is to reduce the risk of failure and replace water services only while the road is under reconstruction. July 4, 2024 Underground works are complete. Contractor is importing road granular and preparing road base for curbs and asphalt. Curbs are scheduled for July 8 - 12, following will be road asphalt and boulevard restoration. End of July is the updated target date for completion. September 27, 2024 Project is complete! |
