Bulk Water Station- 40 Loyalist Drive, Brighton

Project Purpose

The purpose of this project is to relocate the Brighton Bulk Water Station on Pinnacle Street from a residential area to a commercial / industrial location.  An extension of Loyalist Drive in the Brighton Industrial Park is selected as the preferred location.

Project Management

The municipality hired Greer Galloway Limited to design the bulk water station based on a similar design used in Quinte West.  Greer Galloway also completed the Class Environmental Assessment for the site location selection.  Municipal engineering staff finalized site works engineering design, tendering, inspection, and contract administration. 

Site works were included in the Loyalist Drive / Applewood Drive reconstruction project in 2023.  QBT Excavating Services Inc. through competitive bidding constructed the above and underground site works up to base lift of asphalt.  A second tender will be issued for final top lift of asphalt once the building is in place in 2024.

Project Scope

The project scope includes site works and the construction of a Bulk Water Station at 40 Loyalist Drive.  This facility has both coin and commercial payment and will replace an existing facility on Pinnacle Street.

What Residents can Expect:

June is the target opening date (as of April 24, 2024).  A backflow prevention valve is backordered for another 6 weeks which may result in a delay. 

Activities to date:

June 2022 – Site selection is determined through a Class Environmental Assessment in accordance with the requirements for a Schedule “B” Municipal Class Environmental Assessment (EA).  Greer Galloway Limited is retained by the Municipality to complete.  The class EA process includes consultation with the public and review agencies, an evaluation of viable alternatives solutions, an assessment of the impacts of the alternative solutions, identification of measures to mitigate any adverse impacts, and the selection of a preferred solution. 

  • August 2022 - Public consultation meeting and agency circulation.
  • March 2023 – Ministry of Citizenship and Multiculturalism requests a Stage 1 and 2 Archaeological Assessment.  May 2023 AS&G Archaeological Consulting Inc. completes study and does not identify any archaeological sites on the property.  Results submitted to Ministry.

Summer 2023 - QBT Excavating Services Limited as part of the Loyalist and Applewood Drive Reconstruction Project constructs the Loyalist Drive Extension where the Bulk Water Station will be located.  This unopened road allowance was already used to access adjacent businesses and contained an existing watermain and sanitary sewers with short extensions to the facility required.

September 2023 - Bulk Water Station facility engineering design completed by Greer Galloway Limited.  Municipal staff consulted with existing bulk water users and determined an existing facility in use in Quinte West should be used to minimize engineering costs and risk.

October 2023 - Tendering for the Bulk Water Station facility.  Municipality of Brighton Council awards Fidelity Engineering & Construction the supply and construction of the Bulk Water Station.  A prefabricated building is ordered November 2023.

February 2024 – June 2024 – Building is delivered onsite.  Plumbing and electrical works begin.  Hydro One installs new pole and electrical services to facility.

June 2024 – Target Opening Date

Status Update - May 1, 2024

Construction activity picked up in April!  Fidelity Engineering & Construction electrical and plumbing subtrades have been visiting daily.  Signs are on order from BMR Mfg. Inc..  An asphalt tender was awarded to C. Aurora Paving to be completed before June 7, 2024 for asphalt repairs and a road surface. June 2024 remains the target opening date. 

Status Update - August, 2024

Site work is now complete. The new bulk water station in Brighton is now open and operating at 40 Loyalist Drive.

The temporary bulk water station will be in operation until Tuesday, September 3, 2024, for our commercial customers. We are encouraging our commercial customers to contact Diane Knegt, Water Billing Clerk to obtain a new key to use at the new facility. Previously issued keys will no longer provide access to 40 Loyalist Drive. A 3” male camlock connecter is available for commercial customers.

The coin operated water fill station inside the building will remain open.  Users can purchase a 1” hose and female camlock connector at a local hardware store for their own use. 

Water: $17.20 per month and $2.79 cubic meter.

Billing: The Municipality bills quarterly. 

For new commercial customers, a $200 deposit is required to open an account.

Customers can open an account and obtain a key fob at the Brighton Municipal Office located at:
