Secondary Plan Project 

The Municipality of Brighton has initiated a Secondary Plan Project to plan for growth and development in the current greenfield lands within the urban settlement boundary of Brighton. The purpose of the Project is to develop land use, servicing and transportation schedules and policies which will guide the growth and development of these areas.

What is a Secondary Plan?

A Secondary Plan is a component of an Official Plan, permitted under the Planning Act, which contains detailed land use designations and policy direction for a specific area within a Municipality. A Secondary Plan promotes the appropriate development of vacant lands, in a manner which upholds the vision and character of the community. How will the Secondary Plan for Brighton be developed?

The Municipality of Brighton has engaged D.M. Wills Associates Limited, together with metroeconomics and KMD Community Planning and Consulting, to prepare a Secondary Plan for the greenfield lands within the urban settlement boundary.

The Secondary Plan will be developed over the course of two (2) years, and will involve extensive background review and public consultation. The review and public consultation will be critical in developing land use designations, policies and servicing and transportation schedules which align with the vision and goals for the future development of the Secondary Plan area.

Notice of a Statutory Public Meeting - Draft Secondary Plan (Area-Wide Efficient Land Use Plan) – Version 2

Please Take Notice that the Council of the Municipality of Brighton will hold a Statutory
Public Meeting on:


Monday, April 13, 2026
6:30 p.m.


Take Further Notice that the purpose of this Public Meeting is to consider Version 2 of the Draft Brighton Secondary Plan, pursuant to Sections 17 and 21 of the Planning Act, R.S.O. 1990, as amended.

Take Further Notice that the Secondary Plan will undergo a name change to Area- Wide Efficient Land Use Plan.

Purpose of the Meeting

The Draft Secondary Plan provides a comprehensive planning framework to guide longterm

growth and development within the designated Secondary Plan Areas (SPAs) of
the Municipality of Brighton.

The Plan establishes:

  • A land use framework for the Northeast, Northwest and Southwest Secondary Plan Areas
  • Residential density and housing mix policies
  • Commercial and mixed-use areas
  • Environmental Protection Areas
  • Parks, open space and community facilities
  • Transportation and active transportation networks
  • Infrastructure and servicing direction
  • Implementation and phasing policies

Version 2 of the Draft Secondary Plan incorporates comments received from members of the public, agencies, and stakeholders during earlier consultation phases.


The purpose of this Statutory Public Meeting is to:

  • Receive additional public input; and
  • Provide Council with the opportunity to consider endorsement of Version 2 of the Draft Secondary Plan.

A copy of the Draft Secondary Plan, including schedules and supporting materials, will be available for public review on the Municipality’s website before Friday 27th March, 2026: https://www.brighton.ca/en/municipal-services/secondary-plan.aspx

Notice of Public Open House

The Municipality of Brighton invites you to attend a Public Open House to learn about and provide comments on the Draft Secondary Plan. The Open House is required in accordance with Section 17 of the Planning Act, R.S.O. 1990, c.P.13, as amended.

Purpose and Effect of the Secondary Plan

The Municipality of Brighton has prepared a Draft Secondary Plan to guide future development within the Municipality’s greenfield areas of the urban boundary to the year 2051. To a lesser degree the Plan also speaks to links on the fringe to urban areas.

The Draft Secondary Plan provides a comprehensive planning framework for three growth areas:

  • Northeast Secondary Plan Area
  • Northwest Secondary Plan Area (2a and 2b)
  • Southwest Secondary Plan Area

The Plan includes policies addressing land use, housing, transportation, municipal servicing, natural heritage, parks and open space, and community design.

The purpose of the Open House is to provide an opportunity for residents, landowners, and interested parties to:

  • Review the Draft Secondary Plan and supporting materials
  • Ask questions and provide comments to staff and consultants
  • Learn how the Plan will guide sustainable, coordinated growth to 2051

Municipal planning staff and project consultants will be available throughout the evening to answer questions and receive feedback.

This is a drop-in session—no registration is required. All residents, landowners, and interested parties are encouraged to attend.

Feedback received at this Open House will inform the final Draft Secondary Plan prior to its presentation at a Statutory Public Meeting, to be held in accordance with Section 17(15) of the Planning Act.
