The Study

The Municipality of Brighton has completed a Transportation Master Plan (TMP) Study to develop a long-term road network and active transportation strategy that addresses the existing needs and accommodates projected population growth within the municipality.

The Master Plan outlines the direction for a balanced transportation system within the Municipality, offering a variety of travel mode choices to the residents and visitors through a well-connected network, efficiently operating, and easy-to-access transportation infrastructure for next 25 years.

The study was completed in accordance with the requirements of Master Plan Approach #1 of the Municipal Class Environmental Assessment (October 2000, amended in 2007, 2011 and 2015, 2023, and 2024), which is an approved process under the Environmental Assessment Act. This approach involved the preparation of a Master Plan document at the conclusion of Phases 1 and 2 of the Municipal Class EA process.


Public Review Period

By this notice, the TMP report is being placed online on the public record for a 30-day review period starting May 6, 2025, and ending June 6, 2025. The Transportation Master Plan is available under the public consultation tab. 

Comments will be accepted until June 6, 2025. All comments and concerns should be addressed to the project team members listed below:

Section 16 Order Requests

In addition, anyone with concerns related to any aspect of the study may submit any comments or concerns to the proponent and/or request a Section 16 Order within the 30-calendar day public review period following the Notice of Study Completion. Requests should include the requester contact information and full name for the Ministry of Environment, Conservation and Parks. Requests should specify what kind of order is being requested (additional conditions or an individual environmental assessment), explain how an order may prevent, mitigate or remedy potential adverse impacts on constitutionally protected Aboriginal and treaty rights, and can include any supporting information. Requests on other grounds will not be considered. This will ensure that the Ministry is able to efficiently begin reviewing the request. If a Section 16 Order request is made, the project proponent cannot proceed with the TMP until the Minister of Environment, Conservation and Parks makes a decision. If the Minister makes a Section 16 Order, the proponent may only proceed with the project if they follow the conditions in the order.
