Lakeshore Road / Greenway Circle
Project Purpose
Stormwater improvements along Lakeshore Road and Greenway Circle.
Based on staff recommendation, Municipality of Brighton Council approved $300,000 in the 2024 Capital Budget for drainage improvements on Lakeshore Road / Greenway Circle.
Project Management
Engineering was completed by municipal staff.
Estimated works includes the cleanout of an existing drainage outlet and twinning of 1200 CSP culvert under Lakeshore Road from Lakeshore Road and Lake Ontario at 365 Lakeshore Road, and ditch improvements on Greenway Circle from Lakeshore Road to an existing outlet/path at 41 Greenway Circle.
Preliminary engineering was completed in December 2023. A geotechnical investigation in January 2024 identified bedrock at a higher elevation (shallow) than anticipated in Greenway Circle.
Preliminary designs propose:
- Swale between Lakeshore Road and Lake Ontario (at 365 Lakeshore Road) - twinning of existing 1200mm CSP culvert. Cleanout of existing outlet ditch, restoration of 3.0m maintenance access road along west side, new farm gate and signage.
- Greenway Circle - pipe infrastructure at Lakeshore Road and Greenway Circle. Open ditch from Lakeshore Road to outlet/path at 41 Greenway Circle, with new ditch through centre of circle. Rock breaking through middle of Greenway Circle and at outlet to provide fall from Lakeshore Road. Excess material left onsite and restored with dense tree seedlings. In 2023 the municipality spent approximately $6,700.00 for grass maintenance at Greenway Circle which will no longer continue.
Status Update - March 4, 2024
A Public Information Centre is scheduled for March 21, 2024 from 5:00pm to 7:00pm at the Owen Gibb Community Hall, King Edward Park Arena, 75 Elizabeth Street Brighton. The project scope, design, use or maintenance of the lands have not yet been decided or approved by Council. We want local resident feedback before proceeding! Staff will be on hand to provide an overview of the project and receive feedback that will be used to inform and provide recommendation to Council.

Notification of residents was completed on Tuesday March 5. Based on conversations, we drafted a few more landscape options to consider. Please review and let us know if Option 1, 2, or 3 or "other" is preferred. We want to hear more of your ideas!

Status Update - March 26, 2024
Great turnout at the Public Information Centre! Based on feedback, the preferred option is as follows:
Preferred Option for Rehabilitation of Greenway Circle
QBT Excavating Services Ltd. will construct the outlet section between Lake Ontario and 40-41 Greenway Circle in April 2024. The purpose is to establish outlet elevations that may impact the final design. A pedestrian pathway will remain, the unknown is if an open channel or piped outlet is necessary due to bedrock, guy wires and narrow working corridor.
A formal tender will follow for the remaining works.
Status Update - May 1, 2024
Tim Donaldson Excavating Ltd will begin excavation on May 2, 2024 on the swale through the middle of the circle, roadside ditching on the inside of the circle and new culverts at the north limit under Greenway Circle up to Lakeshore Road. This stage of the project was procured through time & material unit rates under PW-2024 Miscellaneous Service and Operated Equipment Rental tender results.
Ditching along Lakeshore Road will be completed by Municipal Operations in May 2024.
Remaining works for the major swale between Greenway Circle and Lakecrest Circle including a new twin 1200mm culvert under Lakeshore Road and road restoration will be tendered in late May / June 2024 for construction in August 2024. This is to minimize conflict with fish spawning and migratory bird nesting periods.

Status Update - July 4, 2024
Works within Greenway Circle are complete. Miller Paving Limited will restore disturbed sections of surface treatment between July 4 - 12 as part of the municipality's surface treatment program.
Remaining works to restore drainage swale between Greenway Circle and Lakecrest Circle will occur in August - September 2024.
Status Update - September 27, 2024
Tim Donaldson Excavating Ltd. was awarded at the September 3, 2024 Brighton Council Meeting to complete remaining works. These include:
- Cleanout & restoration of 3.0m access laneway of the outlet ditch between Lakeshore Road and Lake Ontario between Greenway Circle and Lakecrest Circle.
- Replacement and twinning of the existing 1200mm culvert under Lakeshore Road including road surface restoration.
- Improvements such as piping and ditching to connecting roadside ditches on Lakeshore Road.
- EXTRA - restoration of the boulevard in Greenway Circle at community mailbox via pipe extensions into the outlet swale. This will improve some of the steep slopes created from earlier work and provide a disposal location for excess material.
Work will commence in the outlet circle the week of September 30th. We anticipate all works will be completed within 2-3 weeks.
Status Update - November 26, 2024
The Lakeshore Road / Greenway Circle Drainage Improvement project is now complete. The wide stormwater outlet ditch and maintenance road will address flooding issues in the immediate area and permit Public Works staff to access and maintain the outlet at Lake Ontario.
In the spring, a grass seed mixture will be spread over the swale to be left in a natural state.
