Main Street Watermain Project

Project Purpose

The replacement of approximately 1,410 meters of cast iron and asbestos cement watermain on Main Street between Ontario Street and the urban boundary west limit (approximately 365 Main Street – Cheer Farms).  The purpose is for infrastructure renewal, provide a secondary feed to the Applewood / Orchard Gate Development and improve demand and fire flows along Main Street.

Project Management

The Municipality hired Monument Geomatics & Estimating Limited for engineering consulting services to design and tender the project.  Watermain modeling to determine pipe diameter was completed by Greer Galloway Limited.  Municipal staff will provide project management during construction.

QBT Excavating Services Limited was awarded construction through competitive bidding in the amount of $3,621,923.23 inclusive of 15% contingency and the expensed portion of HST.

Project Scope

In March 2022 the Municipality was successful in receiving a grant in the amount of $2,152,518.04 under the Investing in Canada Infrastructure Program (ICIP) to share in the cost for the replacement of approximately 1,410 meters cast iron and asbestos cement watermain on Main Street between Ontario Street and the West Limit (approximately 365 Main Street – Cheer Farms).  Works include asphalt restoration by milling the existing asphalt wearing surface 100mm in depth and repave with 50mm HL8 base and 50mm HL3 hot mix asphalt including 1.5m paved shoulders.

This project will be phased with all works completed between Percy Steet to Ontario Street in 2023 and between Percy Street to West Limit in 2024.  This will permit the Applewood Subdivision to complete Phase 3 off-site stormwater works and a turning lane at Rundle Lane concurrently in 2023. 

This project is scheduled for completion in August 2024.

What Residents can Expect

Main Street will remain open through the duration of the project.  Sections of the road will be reduced to one lane with traffic control in place.  Temporary detours may be required where road sections are closed due to construction.  Temporary water will be supplied where necessary.  Residents of the Orchard Gate and Applewood Meadow subdivision should not experience any disruption to water service as it is currently supplied from a connection to Ontario Street.

The road surface where disturbed due to construction will be restored prior to November 30, 2023.  Construction for Phase 2 will commence in April 2024 with a final completion date of August 2024.

Status Update – November 22, 2023

Construction activity is now wrapping up for the season.  QBT Excavating Ltd. is progressing ahead of schedule with the new watermain between Ontario Street to Simpson Street installed and in operation.  Base asphalt is in place between Ontario Street and Percy Street and will receive another top lift of asphalt when the remaining road is resurfaced, tentatively June 2024.  Construction will resume in early Spring 2024 as weather permits.

Status Update – March 4, 2024

Construction works will resume April 1, 2024.  Works include installation of watermain west of Rundle Lane, shoulders & ditches, pavement milling and new asphalt.  Schedule is for underground works to be completed in April, with final asphalt May 2024. 

Status Update - May 1, 2024

Physical watermain installation will be completed by May 3, 2024.  Disinfection and testing of the main will occur the week of May 6.  Upon sucessful results, QBT Excavating Ltd. will begin connecting private service laterals to the new watermain.  Ditching, shoulder restoration and road surface preparation will occur in May 2024 with base and top lifts of asphalt completed in June 2024 to finalize the project.

The image below was taken on May 1, 2024 at the west limit of the project.  Shown here is an excavator removing the 300mm (12") concrete road base layer having previously removed a 250mm (10") asphalt layer.  In perspective, most streets in Brighton are constructed with 100mm (4") asphalt over 450mm (18") of granular.  This composite concrete/asphalt road design is common under former provincial highways and is generally no longer used.  The cost to remove this concrete layer was deemed prohibitive, so in consultation with geotechincial and asphalt product experts a lower-cost solution was decided to:

  • Retain the existing concrete base and asphalt road surface
  • Surface grind 20mm or less of the existing asphalt to improve adhesion
  • Resurface both the road and gravel shoulders with a 50mm (2") base layer following another 50mm surface layer using a flexible asphalt product.  https://mcasphalt.com/products/everlife-asphalt-mixes/everlife-flex/

This flexible asphalt is designed to bridge over different sub-bases (including concrete) and flex to the varying expansion rates to avoid premature cracking.  The municpality anticipates this will extend the road service life for 15-20 years before requiring rehabilitation or reconstruction.  At that time, development growth in the west urban area may require a different (urbanized) or higher capacity (additional lanes) road configuration.
