Marina Drive
Project Purpose
The reconstruction of Marina Drive between Harbour Street and Raglan Street consisting of a new storm sewer, curbs, sidewalk, water laterals, sanitary cleanouts, and asphalt surface. Existing water and sanitary mains will remain in place.
Project Management
The municipality hired Jewell Engineering to provide survey and engineering design as part of the Harbour, Walas and Marina Project. 90% engineering design will be completed by the end of 2023 and the project tendered for works in 2024.

Project Scope
Brighton Council approved this project in the 2024 Capital Budget at the November 6, 2023 council meeting. Marina Drive was selected as it required only a minor storm connection on Harbour Street while Walas Street requires major downstream stormwater infrastructure to proceed. Harbour Street is too costly to fit within the 2024 budget. Experiences constructing this section will inform staff on how to approach other phases on the difficulty in working in local soils and shallow groundwater conditions.
Municipal records state that Marina Drive was constructed in 1993. Underground water and sanitary infrastructure are at their mid-life cycles. It was decided to replace only water service laterals and install cleanouts on the existing sanitary lines to update to current standards and focus on components where failures typically occur. The remaining scope of works include applying an urban cross section with curbs, sidewalk and 8.5m asphalt roadway. A new piped storm sewer system with service laterals will replace the existing semi-urban standard ditches.
What Residents can Expect
Engineering is ongoing and will be posted under the Harbour, Walas and Marina section when it is available. Tendering is scheduled for March 2024 with construction tentatively scheduled between May 2024 and July 2024. Residents on Marina Drive will be directly notified prior to construction.
Status Update – March 4, 2024
Tender closed March 1, 2024. Dekeyser Excavating was lowest bidder and will be recommended for contract award at the March 25, 2024 Council Meeting. Construction to start in April 2024, pending Council Approval. Preliminary site works will begin in March 2024.
Status Update - March 11, 2024
Contact award will be at the March 25th, 2024 Council Meeting, not March 18. Construction notices and a stake will be provided week of March 11. Residents are asked to mark with the provided stake the desired location for a new storm sewer connection will be at their property line.
Status Update - March 26, 2024
Awarded at March 25th, 2004 Council Meeting to Dekeyser Excavating. Quinte Sewer has completed camera work on the sanitary sewer. Dekeyser Excavating will begin repairs on existing sanitary laterals as well as an exploratory dig on Harbour Street to confirm stormwater inverts.
Status Update - May 1, 2024
Dekeyser Excavating worked around April rain showers to install the new storm sewer main line. In May 2024 new storm and water service lateral connections will begin. Residents should expect water service disruptions as water service laterals are replaced. Residents will be provided notification prior to any disruption and the duration should be 1-2 hours each to complete. Additionl works include new road base, curbs, sidewalk, asphalt, driveway and boulevard restoration. Construction should be completed in June 2024.
The image below was taken on March 15, 2024. An exploratory excavation was made on Marina Drive to confirm the type of water service saddle used (a water service saddle secures the service valve to the watermain). Unfortunately, a single bolt vs double bolt saddle was specified when the watermain was installed in 1993. This single bolt design has a higher risk of leaking or failure. The watermain is in good repair with 50 years of estimated remaining life. A cost effective solution is to reduce the risk of failure and replace water services only while the road is under reconstruction.
July 4, 2024
Underground works are complete. Contractor is importing road granular and preparing road base for curbs and asphalt. Curbs are scheduled for July 8 - 12, following will be road asphalt and boulevard restoration.
End of July is the updated target date for completion.

The Marina Drive Project is now complete.
