Harbour, Walas and Marina Street Reconstruction

Project Purpose

Above and below ground infrastructure renewal on:

  • Harbour Street between Ontario Street and County Road 64
  • Walas Street between Harbour Street and Raglan Street
  • Marina Street between Harbour Street and Raglan Street (Completed 2024)

This project will be staged in multiple phases over tentatively over three (3) construction seasons.  The project schedule is high risk to be adjusted due to the project complexity.  Staff will present a phasing plan and cost schedule for consideration to Council for the 2024 Capital Budget.

Project Scope

The scope of the project will include the full replacement of water mains, sanitary sewers, storm sewers, curbs, sidewalks, asphalt pathway, asphalt surface to an urban standard.  Stormwater engineering will best address high water stormwater conditions and provide piped storm sewer infrastructure where possible.

What Residents can Expect

This project is tentatively scheduled for three (3) construction seasons with Phase 1 of this project subject to council approval for construction in 2024. 

A Public Information Centre was held for members of the community to have an opportunity to review and discuss Preliminary and Detailed Designs of the project on June 20th, 2023.  Engineering is continuing based on the feedback.  The latest engineering designs are as follows:

Project Management

Dekeyser Excavating Ltd was awarded PW 02-2025 Walas and Harbour Street Reconstruction Project at the May 5, 2025 Brighton Council meeting.  Dekeyser Excavating Ltd. is the contractor who reconstructed Walas Street in 2024.

Project Purpose

Construction will begin on Walas Street in June 2025.  Water services will be replaced first.  Followed by the storm sewer, curbs, boulevards, and base asphalt with a target date of August 2025.   An asphalt pathway will be installed in Walas Street Park.

What Residents can Expect

Harbour Street reconstruction will begin in late July / August 2025.  Detour routes, watermain phasing plans, etc. will be communicated to residents in advance of this work commencing.

Walas Park Site Plan

Please be advised construction is scheduled to begin in late spring of 2026 on Harbour Street from Walas Street to the intersection of Forest Drive. This work is part of the 2026 Capital Budget and includes the urbanization of the road with new curbs, storm sewers, sidewalks, asphalt, water services and sanitary sewer repairs. The contractor undertaking this work is Dekeyser Excavating Ltd.

Construction work will require the closure of Harbour Street in phases between Walas Street and Forest Drive. Local traffic will have access to their homes during construction, however some operations may require residents to park cars elsewhere for short periods of time, advance notice will be provided when this is required. Residents who have special needs, accessibility issues or require critical care can contact staff to arrange accommodations.

Affected homes on Harbour Street and Cedar Street may be hooked up to a temporary water system during the work. This will involve the placement of temporary water lines across yards and driveways while work on the new watermain is completed. Advance notice of any water service interruptions will be provided.

The Contractor will ensure garbage and recycling pick-up is uninterrupted by construction activity. Residents in the construction zone are asked to have their garbage and recycling out at the curb by 7am. Businesses which have commercial garbage pickup can contact their provider and inform them access to the property will remain available.

Trees, bushes and gardens within in the Municipal right-of-way may be subject to trimming or removal to accommodate the work, the Municipality will attempt to minimize removal or trimming of greenery where possible.

Please be aware that the nature of the work involves large construction equipment. Safety measures will be in place, however please ensure that children, pets, etc… are kept a safe distance from all work areas.

Some pre-construction activities may occur earlier in the spring such as tree trimming, vacuum truck excavation, surveying and layout of the work.
